Postulate Fluri - "Access to information about parental care"

Federal Council confirms the adoption of Kurt Fluri's report on postulate 16.3317

With postulate 16.3317 Fluri «Child protection measures. Ensuring the flow of information, strengthening customer service", the Federal Council was commissioned to issue a report to examine in depth how it can be guaranteed that the administration, in particular the residents' services, has up-to-date information on parental care and child protection measures.

In the sense of an interpretation, four different solutions are presented in the report: the introduction of a confirmation of custody, the introduction of a mandatory entry in the child's passport and the inclusion of information about parental custody in an existing or new register at federal level or into an existing register at cantonal level. The Federal Council came to the conclusion that the register solution should be pursued further at the cantonal level.

GeCoBi considers this step to be very important. With the comprehensive availability of this information, surprising moves, creating facts against the will of the other parent and other preparatory measures for a possible withdrawal of the child are made significantly more difficult, which is to be welcomed in principle. The implementation does not seem very complex, possible data protection concerns should be clearly put aside here compared to the benefit.
