The Federal Council confirms the adoption of the report on postulate 16.3317 by Kurt Fluri
With postulate 16.3317 Fluri ‘Child protection measures. Ensuring the flow of information, strengthening customer service’, the Federal Council was tasked with examining in detail in a report how it can be ensured that the administration, in particular the residents' services, has access to up-to-date information on parental custody and child protection measures.
The report presents four different solutions in order to provide a clear overview: the introduction of a custody certificate, the introduction of a mandatory entry in the child's passport, and the inclusion of information on parental custody in an existing or newly created register at the federal level or in an existing register at the cantonal level. The Federal Council concludes that the register solution should be pursued further at the cantonal level.
GeCoBi considers this step very important. The comprehensive availability of this information will significantly hinder unexpected relocations, the creation of facts against the will of the other parent, and other preparatory measures for a possible removal of the child, which is fundamentally welcome. Implementation appears straightforward, and any potential data protection concerns should clearly outweigh the benefits.
